EPA Renovate, Repair and Painting Rule
If you are a Massachusetts contractor already certified by the EPA, you can save $375 by using the licensing waiver form.

Effective April 22, 2010, the official law named 40 CFR Part 745 requires that renovations performed for compensation on pre-1978 homes, must be done by EPA Certified Firms using Certified Renovators. This includes contractors as well as landlords and property managers.
The fines for non-compliance are
up to $37,500 per violation.
Who must be certified:
• Remodelers / Carpenters
• Window Contractors
• Siding Contractors
• Renovation Contractors
• Painters
• Plumbers and Electricians
• Roofers
• Handyman
• Insurance Restoration Contractors
• Anyone disturbing more than 6 sq.ft. of interior and/or 20 sq.ft. of exterior painted surfaces on pre-1978 homes.

The EPA has delayed enforcement action until October 1, 2010 to give contractors more time to get trained and certified. Contractors need to apply for enrollment in a class by September 30, 2010 and complete the training by December 31, 2010. Read more on the National Lumber Blog »

In addition to the cost of training, Firms seeking certification must apply to the EPA and pay a fee. Contractors and others who work on pre-1978 homes, seeking to become a Certified Renovator must successfully complete the EPA approved renovator course.
